The Government of the Russian Federation has approved new rules for the carriage of goods by road (Decree of 21.12.20 2200). Decree also introduces changes to the form of the consignment note. The new form must be used from 1 January 2021. The Government Decree of 15.04.11 N 272, which approved the current transport rules and the form of the consignment note, is no longer in force from the new year.
According to the Ordinance to which reference is made, a Consignment Note (CN) may be drawn up:
- On paper, in 3 copies (originals) for the consignor, the consignee and the carrier, respectively;
- or in the form of an electronic consignment note signed with an enhanced qualified electronic signature.
The new rules clarify that a dash may be entered in the lines of the paper form of the consignment note in the absence of indicators.If a change has been made to the consignment note, the date of correction and the names and initials of the authors of the corrected consignment note (or other details necessary to identify these persons) and their signatures should be entered.
The format of the electronic consignment note will later be approved by the Federal Tax Service together with the Ministry of Transport and the Ministry of Digital Development.
For the transmission of electronic transport documents (consignment note, purchase order), it will be necessary to conclude an agreement on the provision of such services with an operator.
On the whole, the consignment note form has not changed much, but it contains some indicators which did not exist before. Here are the main changes:
- Section 1 «Consignor» has a space to indicate that the consignor is a forwarder;
- Section 1a has been added, where information about the customer (the customer who arranges the transport) can be entered, if necessary;
- Section 3 «Cargo» will require, inter alia, the declared value (value) of the cargo and details of the document confirming the shipment of goods;
- Section 6 "Acceptance of Goods" will additionally need to include the details of the person from whom the goods are to be collected. The signature of this person is required, as well as the signature of the carrier if necessary;
- Section 11 "Vehicle" has been supplemented with information on the type of ownership of the vehicle ("1" - ownership; "2" - rent; "3" - leasing).
