Russia plans to create a domestic container operator for international and coastal shipping along the Northern Sea Route.

Information on the pilot stage of transit container traffic must be submitted to the Government of the Russian Federation before December 2027. As part of the development of coastal flights, it is planned to organize at least two regular flights along the Northern Sea Route from the ports of the North-West to the Far East of Russia.

It is envisaged to build various types of terminals (oil loading, coal, liquefied natural gas terminal), marine transshipment complexes, a transport and logistics hub in the seaport of Korsakov on Sakhalin, the development of the Murmansk and Arkhangelsk transport hubs, the creation of icebreaking and rescue fleet vessels.
